National Policies and Costed Plans

For over 30 years ECOPSIS has advised on water and sanitation policy. Bringing optimum technical knowledge and strong facilitation skills, we identify policy challenges, build national consensus and alignment with international commitments to the Sustainable Development Goals and the Paris Agreement on climate change. We prepare costed plans to achieve sector policy objectives for infrastructure development, institutional and regulations strengthening and support consultations on funding strategies.

Mali

 

Development of a national strategy to end Open Defecation and achieve sustainable sanitation.

Despite progress, Mali still had a relatively low sanitation access rate. The overall objective of the assignment was to develop a national strategy to accelerate access to sanitation services, while respecting the principles of equity and sustainability of the national political and programmatic framework. In line with this framework, the aim is also to support the government in the implementation of safely managed services where necessary. The strategy focuses on three areas: • Eliminating open defecation through the scaling-up of ATPC. • Implementation of a “post-FDAL” approach that enables sustainable results in hygiene and sanitation practices. • Development of sanitation markets to meet users' needs and preferences. Our team adopted a double approach: - “Evaluation” to understand and assess what has been implemented, in order to draw lessons for scaling up. - “Design” to define strategic orientations for achieving the sector's objectives. The evaluation stage consisted of literature review, interviews at national level, interviews at regional and local level, interviews with users & data analysis. Following this evaluation, the strategy was drafted building on the evaluation of the strategy implementation. The assignment also involved updating protocols for supporting communities eradicate open defecation and estimating the investments costs for implementing the strategy.

Ghana

 

Revision of National Environmental Sanitation Policy, Strategic Action Plan and Strategic Investment Plan.

The Government of Ghana, through the Ministry of Sanitation and Water Resources (MSWR), is in the process of reviewing and updating the national Environmental Sanitation Policy (2010); including both liquid and solid waste management as well as hygiene services. At the same time, for effective implementation of the revised policy, the MSWR is also reviewing and updating the three associated strategic documents, namely the National Environmental Sanitation Strategy and Action Plan (NESSAP), the District Environmental Sanitation Strategy and Action Plan (DESSAP) and the Strategic Environmental Sanitation Investment Plan (SESIP). ECOPSIS and partner, Development Group (TREND), are revising the national Environmental Sanitation Policy for liquid and solid waste, the associated National Environmental Sanitation Strategy and Action Plan, including the District Environmental Sanitation Strategy and Action Plan handbook, and preparing a Strategic Environmental Sanitation Investment Plan. The assignment will enable the Environmental Health and Sanitation Directorate of the Ministry of Sanitation and Water Resources (MSWR) and other stakeholders to assess the potential for meeting the SDG 6.2 target on sanitation and plan for accelerated progress.

Mauritania

 

Sanitation (wastewater, stormwater, solid waste) master plans, detailed design and tender documents of priority measures, for 5 cities based on inclusive sanitation approach (CWIS).
